Increasing awareness of Public Infrastructure with reference to cost and finance

Pakyong, 24 Feb : We witnesses in the video about how poorly the zero point tourism Infrastructure is constructed, It was inaugurated just 1 year ago by the then tourism Minister Ugen T Gyatso. ?How much public money was Invested In This Project? This project fund was allocated under govt of India Swadesh Darshan Scheme, Similar Many Projects Were Developed Under the Said Swadesh Darshan Scheme.

Along the same lines first of all, we must understand that the Government sanctions a plan or schemes for all infrastructures, be it schools, hospitals, roads, office buildings etc. Let us take an example of construction of a road, the 1 st ?initiative taken by the Government is to make a rough road map of it, its planning in reference to road construction which takes into account future and present uses of the transportation system to extract maximum service with a minimum environment and financial of cost, the main motive of this initial phase of road development is to establish specific goals and prescriptions for road network development along with the more general location needs. These goals must result from a combines effort between the road engineer and the land manager, forester, geologist, soil scientist, biologist and others who would have knowledge or recommendations regarding alternatives or solutions to pertaining to specific problems. The pattern of the road network will govern the total area disturbed by road construction, the next being how much time will it consume? Because it will be of no use if the construction takes 10 years to complete it is not viable, nevertheless it is true that some construction may take more that 5 to 6 years then that maybe exceptional.

Then a budget is set, an estimate of how much should be given to the contractors, laborers and to the road engineers and how much money should be invested in purchasing the products required for construction of a road, can the total cost be less than the set budget or it in some case extra monetary help is required? ?After everything is sorted out and after the tender is passed all this applies to the construction of buildings and public facilities also.

Now after this the plan is to put it to action. We should understand that if everything goes to plan or how it was supposed to happen then where does the problem lie? ? Exceptions can happen if there are natural calamities like floods or earthquakes then the road or buildings maybe be destroyed but that?s a different story altogether. But if nothing goes wrong then the work should be finishing on the stipulated time and public should fully be benefitted from it, what can be the causes of the construction being delayed? or if constructed, then why is it built carelessly ?in a haphazard manner?

Lets assume?that since the last 25 years government may have had many things on their plate the pact money to be paid must not have reached them to pay further to different people so the work got stuck.

Secondly, maybe every time a different plan of something else came up and the money said to pay to the previous work got diverted into the new one. Other problems could also be added like, if one contractor has 100 labors but if the labors fail to work regularly, and if they don?t get paid on time then that again will pose as a hindrance on construction, so as a common person many questions must have crossed our minds and assumptions too but we can only assume such situations, but despite of taking 25 long years to complete why it the quality so bad? It may be because of sheer frailty of the then system.

Like every coin has two faces there are a lot of things which can be appreciated infrastructure wise ?but there are many others which was criticized previously too but we don?t know the whole truth which is wrong because we all have right to information, it is a basic right and all the money used for construction of school, hospitals office buildings roads etc are all money generated from the public so they have the full right to cross check and question the department over the quality of the infrastructure, if law enforcement is required then we as citizens should take charge, we should be aware of where the public money is going by keeping tabs on the government expenditure and bring everything in a correct system.
